Mr. Conner is a former police officer in the states of Nebraska and Oregon and in 2001 he retired from Federal investigative service as a U.S. Special Agent with the Bureau of Alcohol, Tobacco & Firearms and United States Department of Defense. Mr. Conner is a certified APA and Federal Polygraph Examiner trained at the Department of Defense Polygraph Institute and has practiced privately in the State of Colorado. He is a twenty-four year veteran of law enforcement and National Security service. Mr. Conner holds a Bachelor of Science degree in Administration of Justice from Portland State University, in Portland, Oregon. He has two Masters Degrees; one in Education Technology the second in Systems Safety from Embry Riddle Aeronautical University in Daytona Beach, Florida. Mr. Conner is currently a PhD candidate in the School of Public Safety Criminal Justice at Capella University in Minneapolis, Minnesota. Mr. Conner is also a member of the Colorado P.O.S.T. Curriculum SME Committee.

Mr. Hines is a graduate of Kansas State University, Manhattan, Kansas, with a Bachelor of Science degree in Park Management and Conservation with an emphasis in Law Enforcement. He has experience as a seasonal Park Ranger working in the Colorado State Park system most recently at Jackson Lake State Park in Orchard, Colorado. Mr. Hines is a graduate of the Colorado Northwestern Law Enforcement Academy with certifications as a Type II National Park Service Seasonal Law Enforcement Ranger and Colorado Police Officer Standards and Training Basic Law Enforcement Officer. Mr. Hines joined the staff at CNCC in May of 2007.

 
Chris Hines

Sergeant Josh Warner has been with the Mesa County Sheriff's Office since 1996.  A 1995 graduate of the Colorado Northwestern Community College Law Enforcement Training Academy, he also gained experience with the Craig Police Department prior to relocating to the Grand Junction area.  His time with the MCSO has included service in search and rescue, bicycle patrol, wildland firefighting, and volunteer liaising, though the majority of his collateral service has been in the area of drug recognition, field training, and SWAT.  As a certified and court-recognized Drug Recognition Expert, he is also a lead instructor and instructor-trainer.  On the SWAT Team, Sergeant Warner promoted from entry team to medic to his current position as a sniper.  As a supervisor, he manages the traffic programs, Peer Support, and a patrol team staffed at 9 deputies.  Sergeant Warner is also an EMT and firefighter on the Lower Valley Fire Department in Fruita, Colorado, and an instructor for various community groups, public safety audiences, and law enforcement academies across the Rocky Mountain region.

  Josh Warner

Kathy Krisko is currently Assistant Chief Ranger at Dinosaur National Monument, CO/UT. She is a second-generation park ranger and has worked for the NPS since 1989 in Yosemite (CA), Big Thicket (TX), Santa Monica Mountains (CA), Joshua Tree (CA), Glen Canyon (AZ), and Glacier (MT) as well as Dinosaur. She has been a FLETC-certified Defensive Tactics/Control Tactics instructor since 2001.

  Kathy Krisko

Mr. Lucas has been an Investigations Coordinator and a law enforcement officer for the Grand Junction Fire Department since 1996 and he has been an FBI-certified Bomb Technician in the Grand Junction Bomb Squad since 2000.  He supervises all fire/arson investigations and participates in the mitigation of all explosive/IED hazards within a six-county region in Western Colorado.  He also has extensive experience in drilling and blasting in private industry.

 

Alvin Luker

Officer Alvin Luker has worked for the Craig Police Department in Craig Colorado since 2001.  Officer Luker is currently assigned to the patrol division as a patrol officer and the Chief firearms Instructor, holding instructor certifications in tactical handgun, patrol rifle, tactical shotgun, 12 ga less lethal munitions and select fire weapon systems.  Officer Luker is also assigned as the departments K9 handler and as a team leader for the Moffat County Special Response Team.  Prior to working in Craig, Officer Luker worked for the Colorado Department of Corrections at the Fremont Correctional Facility where he attained the rank of sergeant and was assigned to the FCF Emergency Response team and at the Sterling Correctional Facility where he was assigned to the SCF Search Team and as a K9 handler.  Officer Luker was also employed with the Kentucky Department of Corrections at Northpoint Training Center in Danville Kentucky as a Correctional Officer and was previously enlisted in the United States Marine Corps from 1988 to 1992

 

Alvin Luker


Chief Deputy Campbell has been involved in Law Enforcement for over 18 years. He has worked in Corrections, as a Patrol Officer, on the Uintah Basin Narcotics Strike Force, as the Director of the Uintah Basin Gang Unit, on the Uintah Basin Child Abuse Task Force, as Team Leader of the Uintah County Special Emergency Response Team, as a Detective Sergeant, as the Lieutenant supervising the Detective Division, and most recently as Chief Deputy.

  Keith Campbell

Mr. Baughman began his law enforcement career as a U.S. Army Military policeman in 1971. After separating from the service in 1977 he worked for the El Paso County Sheriff’s Department in Colorado Springs until 1982 when he joined the Colorado State Patrol. He retired from the State Patrol in 2005. Since his retirement he has been working as a part time/seasonal sheriff’s deputy for the Rio Blanco County Sheriff’s Office. Mr. Baughman teaches accident investigation, traffic direction, traffic code, car stops and car searches at the Colorado Northwestern Law Enforcement Academy.

  Rob Baughman

Chester (Chet) Zajac began his study of controlling violence in 1966 with the study of the martial arts in Michigan, which lead to his study and research of anatomy, physiology and kinesiology, relative to controlling violent human behavior. Chet has a Bachelors Degree in Criminal Justice and founded the Karate Institute curriculum within Colorado Mountain College (CMC). As a staff instructor for CMC he teaches accredited courses in advanced martial arts and instructor development. Chet worked as an EMT and initiated the EMS first responder program for the Aspen Police Dept. in 1980.  In 2000, Chet retired from the Aspen, CO Police Department to pursue officer safety training and associated equipment. Chet is the founder of a multi-agency use of force program, founder of the Violent Behavior Control Curriculum and the author of the text: “Violent Behavior; Understanding and Control” Chet was the lead arrest control instructor at the Colorado Mountain College Police Academy for many years, served as a Subject Matter Expert on the State of Colorado Police Officers Standards and Training Board, served for 4 years on the Board of Directors of  the Colorado Law Enforcement Officers Association,  is a Certified Instructor/Trainer by the PPCT Management Systems Inc. , testifies in courts nationally as a Use of Force Expert, is a regular conference speaker and is and an accomplished martial artist. Chester Zajac

Bruce D. McKeeman retired in 2006 after 36 years with the National Park Service including 26 years as a law enforcement Ranger. Mr. McKeeman graduated from Marietta College, Ohio with a Bachelors degree in Biology and from the University of Michigan’s School of Natural Resources with a Bachelors degree in Forestry and a minor in Recreation Management. He worked seasonally in Yellowstone and Great Smoky Mt. National Parks. His permanent assignments with the NPS included Park Ranger at Tonto National Monument, AZ; Law Enforcement Ranger and Supervisor at Yosemite NP, CA; District Ranger at Hawaii Volcanoes NP, HI; Site Manager at Johnston Flood National Memorial, PA; Site Manager at Great Falls Park, VA (part of GWMP); Chief Ranger at Voyageurs NP, MN; Deputy Superintendent at Roosevelt-Vanderbilt National Historic Sites, NY; and Superintendent at Herbert Hoover National Historic Site, IA. Bruce has had two details as staff Park Ranger to the National Capital and Midwest Regional Offices. He has worked on National Task Groups involving Emergency Medical Standards; Revisions to 36 CFR; and Housing Policies. He has taught at Ranger Academies in Ohio, Minnesota, and Arizona. He resides in Prescott, AZ.

 
Bruce D. McKeeman

Clark’s career with the National Park Service (NPS) started with his swearing-in ceremony at U.S. Park Police Headquarters; Washington, DC 1976. His appointment as an Officer with the U.S. Park Police was the first step in a twenty- nine year NPS career.

After graduation from the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia Clark was assigned to the Central Sub-Station – D-1 in Washington, DC. Other assignments while in Washington included the National Visitor Center, George Washington Memorial Parkway and many special and presidential details.

Clark’s next assignment was to Delaware Water Gap National Recreation Area (DEWA). This promotion was to the position of Park Law Enforcement Specialist.
